DR Congo whip Togo to advance unbeaten (Read full details)

emmanuel-adebayorDR Congo reached the 2017 Africa Cup of Nations (AFCON) last eight on Tuesday as Group C winners with a 3-1 victory which eliminated Togo.

Tournament top scorer Junior Kabananga converted Chancel Mbemba’s pass for the opener, his third goal in three games.

Kabananga hit the post with a flicked header before Ndombe Mubele doubled the lead after the break, looping the ball over the keeper amid static defending.

Kodjo Fo-Doh Laba’s tidy finish gave Togo hope, but Paul-Jose M’Poku’s free-kick secured a deserved DR Congo win.

In the group’s other game, title-holders Cote D’Ivoire were knocked out after a 0-1 defeat by Morocco, who go through as group runners-up.

DR Congo will go on to play the Group D runners-up in the quarter-finals, which will be one of Mali, Ghana or — most likely — Egypt.

The News Agency of Nigeria (NAN) reports that Togo had to beat DR Congo to go through but the game began with ill fortune for them.

Goalkeeper Baba Tchagouni was forced off injured, and he had to be replaced by third-choice stopper Cedric Mensah as first-choice Kossi Agassa had been allowed to return home.

This was after his house was vandalised by fans angry with his performance in the previous game, a 1-3 defeat by Morocco.

After Laba’s goal, former Arsenal and Manchester City forward Emmanuel Adebayor blasted a chance for an equaliser straight at the goalkeeper.

He was also denied by a goalline clearance in injury time, but DR Congo were comfortable for the majority of the match.

Jonathan Bolingi had a goal ruled out for offside, and the striker might have wrapped the result up sooner with a shot deflected just wide.

But when M’Poku’s free-kick later swerved in off the underside of the bar, it was all over for Togo.

The Nigeria Customs Service (NCS) said it had not dismissed any officer in 2017.

Reacting to a media report that the service had dismissed 59 officers in 2017, its Acting Public Relations Officer, Mr Joseph Attah, said in a statement in Abuja on Tuesday that dismissal in the service was in 2016.

He said that the misleading report quoted a circular dated Jan.19, 2017, purportedly signed by Acting Comptroller, Discipline.

Attah explained that sometimes in 2016, some officers were served with various
disciplinary actions ranging from warning and retirement to dismissal, for
different offences.

According to him, the Public Relations unit of the service had earlier issued a statement on the development which was widely reported by the print, electronic and online media.

“Obviously, the originator of this story came across an internal communication and without verification, went to press with a story that is capable of causing panic and fear, with negative consequences on the morale of the workforce.

“It is therefore unfortunate for a reporter to stumble on an internal communication of an organisation and publish it without seeking clarification.

“For the avoidance of doubt, the service has not dismissed any officer since the one duly reported in 2016. The story is false and represents a repetition of same story, delivered as new.

“All service personnel and the general public are advised to discountenance the misleading report,” Attah said.

He said that it was a routine in the service of keeping officers and men informed on issues, adding that the Acting Comptroller,Discipline, had only compiled the names of all officers affected in 2016 by the disciplinary action for circulation to all customs formations across the country.

Attah said that the notification was for serving officers and men in keeping with the service’s pre-emptive measures to deter any affected officer who may choose to hang around to engage in illegalities.

He said that the NCS would not hesitate to discipline erring officers, adding that such action was usually painstakingly driven through all well-established disciplinary procedures.

According to the statement, students and the university communities will also be taken through the dynamics of the recently-unveiled enhanced features on the bank’s mobile banking app “Firstmobile”, which enables customers to now carry out transactions such as domestic funds transfer from self-owned accounts to FirstBank accounts and other third party bank accounts.

It also allows customers to make quick airtime purchase for self and others on all mobile networks; bills payments; such as DSTV and GOTV subscriptions, cheque services, including confirm of cheques and stop cheques, flight bookings, and quick account services, among others.

The statement said that the campus and market storms would include activities and games such as The Entrepreneur Challenge, Business Talker Competition, XploreFirst Skaters competition and The Best Business Idea Competition, with lots of prizes to be won.

The News Agency of Nigeria (NAN) reports that Morocco beat Ivory Coast 1-0 to reach the AFCON quarter-finals and knock out the champions.

Rachid Alioui scored with a terrific shot from 24 yards to earn the win for Morocco and their coach Herve Renard, who led the Ivorians to the 2014 title.

Ivory Coast needed a win to go through but gave a listless performance, creating only two notable chances.

Wilfried Zaha shot weakly from 12 yards, while Salomon Kalou’s header from a tight angle clipped a post.

The Elephants lacked urgency in their play and will now go home after appearing not to put up a fight.

Even after going behind, they were unable to cause the organised and disciplined Moroccan defence any problems.

Morocco went into the game knowing that a draw was very likely to be enough to qualify from Group C and their game plan from the start was to stay compact and hit on the counter-attack.

It served to frustrate their opponents, who opted for the long-ball approach but failed to find any penetration.

Morocco could have added a second goal on the counter-attack but 19-year-old full-back Hamza Mendyl shot into the side netting after running half the length of the pitch.

They will play the winner of Group D in the last eight on Sunday.

NAN also reports that DR Congo reached the AFCON last eight as Group C winners with a victory that eliminated Togo.

The Imo State Government is set to launch Imo Air to be operated by Dana Airline, in a partnership deal.

Dana Airline Communications Manager, Mr Kingsley Ezenwa, made this known in a statement in Lagos on Tuesday.

According to Ezenwa, Gov. Rochas Okorocha of Imo said at Sam Mbakwe Airport, Owerri during the launch of the partnership that the contract will last for a 10-year period.

“It is borne out of our desire to increase business activities in Imo, improve tourism drive, diversify its economy and provide employment opportunities for our citizens.

“We have no Air Operator Certificate and that is why we approached one of the leading airlines in Nigeria to manage this service for us.

“We believe that our partnership with Dana Air to operate Imo Air is a step in the right direction to open Imo State to the world,” Okorocha said.

Okorocha also said the Imo International Cargo is in the offing as part of the initiatives to open up Southeast to importers and exporters.

He said this would reduce the over -reliance on Lagos, Kano and other international airports for the export and import of goods into the country.

“This initiative is no doubt a boost for the Southeast economic liberation struggle,’’ Okorocha said in the statement.

The Accountable Manager of Dana air, Mr Obi Mbanuzuo, said the airline was delighted with the partnership. “It is a well thought-out decision by the state government’’.

“As you may be aware, Dana Air is the only domestic airline to have undergone an operational audit conducted by the Nigerian Civil Aviation Authority (NCAA) and its foreign partners- The Flight Safety Group.

The British-born wife of French presidential candidate Francois Fillon was paid around 500,000 euros ($538,000) over a decade out of parliamentary funds, a report said Tuesday.

The Canard Enchaine, which mixes satire with investigative reporting, detailed various periods during which Penelope Fillon was paid from money available to her husband as a longstanding MP for the central Sarthe region.

Hiring family members is not against the rules as long as the person is genuinely employed, but the newspaper said it had been unable to track down witnesses of her work.

Fillon’s wife had “indeed” worked for him, said Fillon spokesman Thierry Solere, as well as at a literary magazine owned by a close friend. “It is common for the spouses of MPs to work with them,” he told AFP.

Citing pay slips, the Canard Enchaine said Penelope (nicknamed “Penny”), who has always been seen as uninvolved in her husband’s political life, was paid from 1998 to 2002 from funds intended for parliamentary assistants.

From 2002-2007, when Fillon took up a cabinet post under then president Jacques Chirac, she became an assistant to Marc Joulaud, who carried out Fillon’s parliamentary duties in his place, earning between 6,900-7,900 euros per month.

A colleague of Joulaud’s told the paper she “never worked with (Penelope). I have no information about this. I knew her only as a minister’s wife.”

The paper said that Penelope was again paid “for at least six months” in 2012 when Fillon, then prime minister, left government after the defeat of rightwing president Nicolas Sarkozy.

“In total, Penelope will have earned around 500,000 euros from parliamentary funds,” the paper said.

The paper also says that Penelope Fillon was paid around 5,000 euros a month between May 2012 and December 2013 by the periodical Revue des Deux Mondes.

The literary magazine is owned by a friend of Fillon, Marc Ladreit de Lacharriere.

Canard Enchaine quoted the director of the monthly, Michel Crepu, as saying he was shocked.

“I have never met Penelope Fillon and I have never seen her in the offices of the review,” he said.

Francois Fillon told a television interviewer in November that Penelope stayed at home in Sarthe while he worked as a lawmaker in Paris.

“I didn’t have much time to see the first four (of five children) grow up because I was an MP,” he told Karine Le Marchand, the chatty presenter of “Ambition Intime” (Intimate Ambition) on the private TV channel M6. “It was 24/7, so basically they were raised by their mother.”

But he also said, without saying which time period he is referring to: “She was very involved in the campaigns, handing out flyers and attending meetings with me.”

Fillon added that the Welsh native is no longer involved in politics at all.

A trained lawyer, Penelope told Britain’s Sunday Telegraph after her husband became prime minister in 2007 that she preferred being at the couple’s 12th-century chateau near Le Mans, western France, with her children and five horses than in glitzy Paris.

“I’m just a country peasant, this is not my natural habitat,” she joked.

Polls forecast that Fillon, from the rightwing Republicans party, would win presidential elections due in April and May if the vote were held today.

But many analysts see the contest as highly unpredictable with Fillon facing competition from far-right candidate Marine Le Pen, centrist Emmanuel Macron and others.

The Fiscal Responsibility Commission (FRC) stated on Tuesday that leaving the crude oil benchmark at 42 dollars per barrel as contained in the 2017 appropriation bill would have made room for savings in the Excess Crude Account (ECA).

The Acting Chairman, Mr Victor Muruako, told the News Agency of Nigeria (NAN) in Abuja that “ordinarily, we at the FRC would have been of the view that even if it was left at 42 dollars, it would have made room for savings into the ECA”.

“It is one of the benefits of the Fiscal Responsibility Act which provides for savings above the benchmark price.’’

President Muhammadu Buhari presented the 2017 Appropriation Bill to the National Assembly on Dec. 14, 2016 with projected oil revenue at N1.99 trillion, on price benchmark of 42.5 dollars per barrel.

He had also presented the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) for 2017-2019 with the same price.

Muruako said that the legislative arm of government changed the benchmark to 44.5 dollars per barrel based on the reality on ground.

He noted that OPEC and non-OPEC members had, some weeks ago, reached some agreements to cut back on oil production which played up the dynamics of improvement in the price of crude oil.

“It is not like the legislature changed it but they looked at the reality; the dynamics are already getting clearer.

“It is possible that when the MTEF was submitted to the National Assembly, what was most obvious and realistic then could have been the 42 dollars per barrel as submitted by the executive.

“So, when the two arms of government looked at it they agreed that 44 dollars would be more realistic.’’

“Though, the argument by the National Assembly is also understandable that you cannot be talking about savings when you have not provided sufficiently for appropriation.’’

The chairman commended the quick passage of the MTEF by the two legislative arms, adding that the harmonious passage showed the improved relationship between the legislative and the executive.

He noted that democracy was not about quarrels, fights and disagreements but about discussions and understanding each other.

“In democracy, every arm of the government is very important; the executive must as a necessity, work harmoniously with the legislature and also the judiciary.

“Taking any of these arms for granted always leads to rancorous relationship and sometimes you find things which ordinarily should be smooth running into turbulent waters but we thank God that is not the case of the MTEF this time around.’’

NAN reports that the FRA 2007 was enacted to promote prudent management of the nation’s resources, ensure long term macro-economic stability and transparency in fiscal operations of the national economy.

Vice President Yemi Osinbajo has inaugurated the National MSMEs Clinics and Booklet with the aim of finding solutions to problems militating against the speedy growth of Micro, Small and Medium Enterprises (MSME) in the country.

Inaugurating the Clinics at the Presidential conference hall, Abuja on Tuesday, Osinbajo said the they were part of government strategic commitments aimed at improving the business environment across the country.

He revealed that the clinics would be inaugurated across the states of the federation, beginning with Abia on Thursday.

“Working very closely with the Ministry of Industry, Trade and Investment we came up with the idea of MSMEs Clinics as an important building block not as a silver bullet, but as an important block in finding a solution.

“The term Clinics was chosen deliberately to reflect three things all borrowed from the health sector.

“The first is that individual MSMEs face problems that can hopefully be addressed through direct access to relevant officials.

“The second is that direct consultations with very senior experts will find solution.

“The third is that a reasonably large number of people can be attended to without any need for expensive and time consuming travel to agencies offices.

“In other words, great benefits could be reaped from exploiting economies of scale. So we will be bring together key Federal Government agencies with whom the MSMEs interact in one place at a time.

“And so the small businesses can consult with them directly and obtain solutions on the spot,’’ he said.

The vice-president further maintained that the clinics would also serve as one stop shop for dealing with various business concerns and approval issues.

He said they would give opportunity for the MSMEs to interact directly with regulators.

“It is evident that the MSMEs clinic must go round various states to key locations.

“So we have therefore brought together state governments ‎and this will also help to give us and the regulatory agencies a better understanding and also enable the state government themselves to play a key role in assisting with facilitating the business of MSMEs.

“We also expect the state government agencies to also imbibe and contribute in achieving the attitudinal change ‎in supporting small businesses instead of making life difficult for them.’’

The Vice-President urged state governors to help mobilise MSMEs to take advantage of the clinics, when established, in their various states.

“It is important to stress that this is a Federal Government project; it is a commitment that the president has made to ensure that difference is made in the way we do pre-investment approvals.

“This has the full backing of Mr. President and he is extremely passionate.

“I must stress that our interest in achieving this result is one that we must all work towards. It is important to us and ‎we must deliver on these things.

“I must say that the performance of agencies will be tracked by the number of solutions provided to MSMEs who visit their stands and what were the solutions.

“In other words, it’s the MSMES themselves that will give us a feedback on whether or not they got the desired assistance or not.

“I must say it is not simply to give the agencies opportunities to discuss their processes and say what they do.

“Of course is part of it but the most important is that we want agencies to deliver results right there on the spot to show the MSMEs and we and agencies to deliver result right there,’’ he said.

Gov. Okezie Ikpeazu of Abia described the inauguration as “a healthy development’’ for the growth of the nation’s economy.

According to him, this will provide opportunity for the MSMEs to interact with relevant agencies to find lasting solutions to their problems.

“I think is a healthy development that one can have the opportunity to sit one-on-one with agencies like standards organisation, National Agency for Drug Administration and Control (NAFDAC), Inland Review Service and Corporate Affairs Commission (CAC‎), with those people whom they are supposed to serve and solve their problems.

“There is a lot of dislocation between policies and implementation.

Gov. Ahmed Abdulfatah of Kwara, who also spoke at the event, was optimistic that the MSMEs clinics would serve as “platform to articulate all platforms that will serve entrepreneurs in a better platform.

“This is one of the things to happen to MSMEs because for the first time we are sitting together to find the gaps. In the past this programme has not worked in consonance’’.

The Minister of Industry, Trade and Investment, Mr Okey Enelamah, expressed the hope that the inauguration of the MSMEs clinics would not be another event in which nothing positive emerged.

He said: “This is to reinforce the message we have been saying. We don’t want this to be just another event and nothing impactful thereafter.

“MSMES are very important in terms of numbers, contribution to GDP, Job growth, value chains etc.

“What is more worthy of notes is that the problems are many. It is also true that unless we have concerted efforts, then these problems will be difficult to solve.

“Even MSMEs are getting impatient; they are tired of being told they are important.

New Delhi (AFP) – Scientists will take the tape measure to Mount Everest to determine whether a massive earthquake in Nepal really did knock an inch off the world’s tallest peak.

India’s top surveyor said Tuesday a team of scientists would be sent to neighbouring Nepal to measure Everest in the hope of putting to rest a debate about the true height of the towering mountain.

A deadly 7.8-magnitude earthquake struck Nepal in 2015, killing thousands and altering the landscape across the Himalayan nation.

Satellite data at the time suggested the impact of the quake reduced Everest’s peak — which officially stands at 8,848 metres (29,029 feet) above sea level — by anywhere between a few millimetres and an inch.

But lingering doubt among the scientific community has prompted a fresh expedition to size up the peak, said India’s surveyor general Swarna Subba Rao.

“We will remeasure it,” Rao was quoted as saying by the Press Trust of India (PTI) news agency, adding the team would set off in two months.

“Two years have passed since the major Nepal earthquake and there’s doubt in the scientific community that it did in fact shrink.”

The exercise will require a month for observation and roughly another fortnight for the data to be officially declared.

Another official told AFP that a five-member team would depart for the expedition at winter’s end, and would take measurements using instruments on the ground to gauge the peak’s real height.

The earthquake, Nepal’s deadliest disaster in more than 80 years, is also believed to have shifted the earth beneath the capital Kathmandu several metres to the south.

Washington (AFP) – US President Donald Trump on Tuesday revived two blocked oil pipeline projects as he signaled his determination to unpick existing environmental legislation.

Trump gave an amber light to the Keystone XL pipeline — which would carry deposits from Canadian tar sands to US refineries on the Gulf Coast — and an equally controversial pipeline crossing in North Dakota.

Both had been put on hold by president Barack Obama’s administration on environmental grounds.

Since being sworn in on Friday Trump has begun rolling out an orthodox conservative agenda, despite a campaign often out of kilter with Republican party ideology.

He has moved to curb funding for abortions, embraced Israel, frozen government hiring and now sought to unwind environmental legislation.

But he has also bucked orthodoxy and sought to put his nationalist and populist print on policy, especially on the economy and trade.

True to his claim to be a hard-charging dealmaker, Trump said both pipeline projects would only be built subject to renegotiated terms and conditions.

“It is subject to a renegotiation of terms, by us,” Trump said. “We are going to renegotiate some of the terms and, if they like, we’ll see if we can get that pipeline built.”

The freshly minted president indicated that one possible focus could be who makes the actual piping.

In a separate executive order issued Tuesday, Trump decreed that pipes should be American made — echoing his “America First” doctrine.

“I am very insistent that if we are going to build pipelines in the United States the pipes should be made in the United States,” Trump said.

“We want to build the pipe, put a lot of steel workers back to work.”

Most, although not all, oil pipelines buried underground and made of carbon steel.

Obama had rejected a permit from Calgary-based firm TransCanada to build the 1,179-mile (1,900 kilometer) Alberta-Nebraska section of the project.

Environmentalists have assailed the project, arguing that the Alberta deposits produce some of the “dirtiest” crude in the world.

The Canadian government led by Prime Minister Justin Trudeau has cautiously supported the plan, seeing it as a means of boosting business.

But Canada’s liberal leader has also helped wage the international charge against climate change.

Ahead of Trump’s announcement, natural resources minister James Carr said the move would be “very positive for Canada,” creating 4,500 construction jobs.

“We believe that it’s a good project for both Canada and the United states and we’re very hopeful.”

The Dakota Access Pipeline is more of a political hot potato in the United States.

Native Americans and their supporters strongly protested against the project, prompting the US Army Corps of engineers — which has approval authority — to nix the plans under the Obama administration.

Thousands had camped in freezing winter temperatures to block the oleoduct’s planned route.

The Standing Rock Sioux Tribe is concerned about potential water pollution, saying the pipeline’s route endangers areas with sacred historic artifacts.

The standoff — which included some 2,000 military veterans who joined the protest — prompted violent clashes with law enforcement as well as sympathetic demonstrations nationwide.

But Trump has supported the 1,172-mile (1,886-kilometer) oil pipeline, which would snake through four US states.
