Mimiko tasks incoming government, stakeholders on Agbebiye, others (Read full details)

Governor Olusegun Mimiko of Ondo State

36 Governors To Converge Ondo As Mimiko’s Odyssey Goes Public

Governor Olusegun Mimiko, of Ondo State has implored the incoming Rotimi Akeredolu administration to build on its Mother and Child healthcare policies so that pregnancy will not again be a “death sentence in the state.”

Mimiko gave this charge in Akure during the 2nd anniversary of the initiative, where he was lauded by stakeholders for the accomplishments made in the eight years of his administration, especially in the health sector.

He noted that the scheme was aimed at reducing the high maternal death rate in states and country at large, so that pregnant women and their babies can be adequately taken care of during and after delivery.

The governor recounted the efforts put into the scheme by his government, especially the Traditional Birth Attendants (TBAs), who were prevailed upon to desist from such harmful traditional practices, and the sunsequent recruitment of Agbebiye Vanguards across the 203 wards of the state.

According to him, the traditional attendants voluntarily gave up their practices to be trained by the state government in various vocational skills to sustain themselves economically and offer them financial empowerment through soft loans.

“Today, a total of 14,121 referrals of babies are born safely through this initiative,” he said, emphasising that the Abiye, Agbebiye and Orirewa Initiatives of the state government have helped to drastically reduce maternal mortality.

Meanwhile, Akure, the capital city of the state is expected to play host to the 36 state governors and other dignitaries, who are expected to grace the public presentation of a book on Mimiko.

Titled “Mimiko’s Oddyssey: A Biography of Revelations,” the book is written by Prof Olu Obafemi.According to the state Commissioner for Information, Kayode Akinmade, apart from serving governors, former governors, including that of Anambra State, Peter Obi, are expected at the event, which will also have serving and former ministers in attendance. He said the presentation of the book, will take place on Wednesday, next week, at an event where Prof, Oladipo Olujimi Akinkugbe will chair.

Neuer’s heroics put Bayern into cup quarters…See full details

Holders Bayern Munich squeezed into the quarter-finals of the German Cup with a 1-0 win over Wolfsburg on Tuesday following Douglas Costa’s first-half strike and goalkeeper Manuel Neuer’s heroics.

Bayern were coasting at Munich’s Allianz Arena after a well-taken goal from Costa on 17 minutes, but it took two superb saves from Germany shotstopper Neuer to put the Bavarian giants through.

Wolfsburg, who are struggling in the Bundesliga, upped the pace for the final ten minutes as Bayern lost their shape at the back.

Attacking midfielder Yunus Malli, a new signing last month from Mainz, forced Neuer into spectacular parries in quick succession as Carlo Ancelotti’s Bayern endured a tense final few minutes.

“We were trembling a bit at the end, but all in all it was a deserved win,” Bayern’s president Uli Hoeness told broadcaster ARD.

Costa’s goal was a boost for Bayern amidst reports the Selecao forward is considering leaving the German giants to further his career at the end of the season.

And according to another report in magazine Sport Bild, Bayern captain Philipp Lahm has decided to retire in June despite having a year left on his contract.

Elsewhere, Borussia Moenchengladbach won their third round match 2-0 at second-division Greuther Fuerth thanks to goals by Oscar Wendt and a penalty from Thorgan Hazard, brother of Chelsea star Eden.

Gladbach’s cause was helped when Fuerth’s Hungary international midfielder Adam Pinter was sent off with just 19 minutes gone for a dangerous tackle on Germany midfielder Christoph Kramer.

Hamburg, who are in the Bundesliga’s relegation places, brushed off poor league form, winning 2-0 at home to Cologne with goals by Gideon Jung and US striker Bobby Wood.

Second division Arminia Bielefeld are into the last eight after a scare against fourth division minnows Astoria Walldorf, progressing 5-4 on penalties after a 1-1 draw.

In the plum pick of Wednesday’s matches, Borussia Dortmund host Hertha Berlin in an all Bundesliga tie.

Cameroun wins AFCON 2017, beats Egypt 2-1…See full details

Cameroun yesterday beat Egypt 2-1 to regain the African Nations Cup trophy, which they last won in 2002.The game at the Stade de l’Amitie Sino-Gabonaise, which pitched two teams that were giving little chance of getting to final, started on a frantic note, with Egypt dominating early proceedings.

The midfield quartet of Mohammed Elneny, Trezequet, Ahmed Fathi and Wahda made life uneasy for the Indomitable Lions, who were content to soak the early pressure. But they were forced to come off their shell in the 22nd minute when Arsenal’s Elneny gave the Pharaohs the lead.

Elneny, who nearly missed the final with a calf strain, showed no after effects of the injury, as he started and finished the move.He fed the ball wide then carried on his run, receiving it from Salah in space before beating Ondoa at the near post.

Egypt played as everyone expected – happy to defend well and let Cameroun take the game onto them, with Salah and Warda set up to hit the Indomitable Lions on the counter – a tactic that nearly resulted in a goal for the Roma striker.

Soon after the goal, Cameroun started seeing plenty of the ball, but just couldn’t find a way past the stingy Egyptian defence, with Ahmed Fathi and Hegazy in particular looking solid.

The fantastic Bassogog was the tormentor in chief for the Lions, with his dashing runs on the left flank proving too difficult for the Pharaohs to contend with.

The stocky Bassogog started the move that gave Cameroun the equalizer in the 59th minute. He took a corner, which was charged down, but his return cross was excellent and substitute N’Koulou rose higher than Hegazy to head the ball into the far corner.

The goal was expected to push the Egyptians to action, but they looked tired, as the robust Camerounians swamped all over them. The winner came in the 85th minute through substitute Vincent Abubakar, who controlled a long ball, chipped it over a defender and volleyed beyond the static El Hadary.

Yesterday’s win gave Cameroun their first title since 2002 and ended Egypt’s 24-match unbeaten run. It was also sweet revenge for the Camerounians, who lost the 2008 final to the Pharaohs in Ghana.

Jesus’ star continues to shine as Man City down Swansea…See full details

Gabriel Jesus scores the opener for Manchester City<br />

New star, Gabriel Jesus continued his impressive form since joining Manchester City in the January transfer window with the two goals in the 2-1 victory over plucky Swansea in the Premier League.

City had looked like they would have to settle for a point after the relegation-threatened Swans recovered from a first-half battering at the Etihad Stadium to equalise through Gylfi Sigurdsson on 81 minutes. But Pep Guardiola’s men stepped up the pressure in the latter stages and Jesus, who had opened the scoring after 11 minutes, claimed his second of the game after Lukasz Fabianski saved his header.

The result lifted City to third in the table and enabled them to breathe a sigh of relief after a performance of near complete dominance before the break.

City had gone into the game with top scorer, Sergio Aguero, again on the bench and impressive new signing, Jesus, leading the line. Willy Caballero was also preferred to Claudio Bravo in goal for a second successive league game.

The selection looked good as City’s early play was fluid and cutting, lacking only in its potency. The hosts created numerous chances and should have had far more to show for their efforts than a 1-0 lead at the interval.

Jesus went close when he fired off-target early on and was then denied a penalty after tangling with Alfie Mawson. It came as no surprise when City took the lead after 11 minutes, so much had they bossed the early proceedings.

David Silva weaved down the left and laid the ball back for Raheem Sterling. Martin Olsson met the England man with a challenge but the ball rebounded kindly for Jesus to tuck home his second goal for the club from close range.

City were almost made to pay for their profligacy early in the second half as Sigurdsson called Caballero into action for the first time with a superb free-kick. The City keeper tipped the effort onto the post.

The Swans had another good chance when Sigurdsson whipped in a dangerous corner but Mawson glanced his header wide.City started to show some urgency and sent on Aguero. They wanted a penalty after Leroy Sane crossed from the left and the ball deflected off Silva to strike Sigurdsson, but it did not hit his arm.

City found a way through in injury time when Jesus connected with Silva’s cross. Fabianski kept out the header but Jesus pounced on the rebound to settle the contest.

Awaiting the second colonization (Read full details)

The Editor of the Guardian, Mr. Abraham Ogbodo

The Editor of the Guardian, Mr. Abraham Ogbodo

Why are we what we are in Nigeria? Nothing is ever promptly handled to create maximum benefits. If it is road construction or rehabilitation, government waits until a tiny pothole becomes a dangerous crater and lives lost through accidents caused by the failed part of the road and after a deafening public outcry too, before a contract is awarded for the fixing.

This national lethargy is even more manifest in government – labour relations. No proposed strike action by workers union is ever nipped in the bud. Government usually lives through the build-up and in a fire-fighting approach sets up committees to negotiate a cease-fire with the warring union after everywhere had been put on fire. It is all a measure of our inability to sift through the issues of today and articulate a proper future. More or less, we live by the day or in everyday language, from hand to mouth. No nation attains greatness operating on pay-as-you-go basis.

Is the fault in our star or style? I mean is there anything about our geo-ethnic locations that makes perception difficult? We are incapable of perceiving danger even if it is just an inch away. An online trending statement allegedly by South African Apartheid President P.W Botha, but which has been reworked or adapted to suit the personalities of Israeli Prime Minister, Benjamin Netanyahu and American President Donald Trump, is very hard on the Black race.

The summary of it all is that the Negro lacks completely in the essentials to cultivate a high culture. He is neither innovative nor resilient and hides under the circumstances of his social evolution to always remain under his challenges instead of rising above them. It is a damning verdict, nevertheless, supported by ample evidence in the observable political leadership of the Black world. Also, a video of an American Black preacher, Dr. David Manning of Atlam World Missionary Church in Harlem, New York on the same subject matter of the copious and inexplicable inadequacies of the Black race went viral.

The narratives in both instances came close to creating a separate taxonomy outside the homo-sapiens specie for the Black race. The commentators only stopped short of branding black people sub-human. The temptation is to lash out at these bigots and proclaim (not prove) that Blacks and Whites are denominated in a common humanity and the so-called difference between them is not any more substantial than illusive perception of pigmentation. And that is largely true because even President Trump, in a moment of absolute sanity, said in his inauguration speech that the same red blood runs in the veins of everybody.

If Trump is on point here, it is therefore much easier to correct the erroneous impression through deeds rather than through debates. If a man calls you a fool and you ignore him to act wisely, nothing more is required on your part to prove your wisdom. Unfortunately, instead of bracing up to discharge this toga of inferiority, the Black race is ever searching for some soft grounds on which to anchor its inability to keep pace. So often, we allude to the decimation of Black Civilization by 300 years of the obnoxious trans-Atlantic trade which was followed by, in the case of Nigeria, another century of colonization. We say these things with a certitude that keeps us eternally exonerated and as if all the nations plundered by the Roman Empire and later the British Empire and other European powers have also refused to develop by reason of these historical events.

Maybe I should add that in real terms, the United States is part of the (British) Common Wealth, which puts in a global umbrella, former colonies of Britain. The British Empire went as far as China and Japan. These nations and others have since moved on except Nigeria and its African neighbours, which are perhaps waiting for reparations from their colonizers to break the jinx of underdevelopment. President Trump has actually suggested a re-colonization of Nigeria, altogether so that the lessons about good governance that did not sink in the first attempt can be imbibed the second time around.

I tend to agree. Let us patiently wait for the British to return to reiterate the fundamentals. To teach us, for instance, that the subsisting political structure in Nigeria defies definition as it neither yields to federalism nor centralism. And add also that the sustained denial of this reality and unwillingness to reshape for something definitive, more than anything else, has kept Nigeria where it is today. The British will tell us that we have spent the last 56 years, since October 1, 1960, trying to perfect a balancing act that will make Northern and Southern Nigeria develop at the same pace. The British will point at policies such as ‘Federal Character’, ‘Petroleum Equalisation Fund’, ‘Nomadic Education’, ‘Almajiri Education’ and a handful more as evidences of this balancing game.

It will be revealed to us that corruption and insurgency, which we are spending so much resources and time to contain, are only fall-outs of the endless search for answers from a structure that poses only questions. The British will tell us that we do not create the basis for legitimate expectations and we often hope to reap yam after sowing cocoyam. It is the reason some people are afield searching for peace in Southern Kaduna after decades of persistently sowing injustice in the region.

It is in our character to wait until a spark ignites into a smouldering bonfire before applying water. Grave as they are, the issues in Southern Kaduna are not fresh. It is just that quarters that are today sanctimoniously looking for peace had by their actions and inactions encouraged war in that part of the country. For instance, if the Sultan of Sokoto and the entire Islamic establishment had been this active with advocacy and intervention plans for peace in Southern Kaduna before now, perhaps the story would have been significantly different. The chickens are only coming home to roost.

Christian groups are also talking and sounding rather urgent as if they have just discovered another Book of Revelation. I can say right away that more than any other factor, it is the naivety of Christians in Nigeria to read from the Book of Lamentation amid danger of being conquered and taken to Babylon that has encouraged the carnage against them by the other side. I had previously argued on this page that justice ensures peace. What I didn’t add is that those that benefit from injustice hardly willingly give justice. It has a price, which is war.

When the scales are balanced or there is what is called Mutually Assured Destruction (MAD), all mad men, including herdsmen and farmers, will remain within their jurisdictions. The rule will then become live and let others live. It is not an act of honour to dread the darkness outside and defecate in the house. The peace that comes with conquest or perpetual withdrawal is slavery. If the claim is right that Christians have the numbers in some states in the North to change the pace and better their circumstances, then, their continued subjugation by a so-called powerful minority is self-affliction and nothing else. Others can only sympathize with them in principle, not in practice.

That is by the way. As I was saying, to the Christians and indeed all the oppressed masses of Nigeria, the second coming of the British should be almost as important as the second coming of Jesus Christ. They will come and establish true democracy and rule Nigeria in righteousness. Under the British Kingdom, Joseph will live and Yusuf too will live. Mary will not be killed for Mariam and vice versa. Herdsmen of whatever description will graze and farmers will farm. Also, if a minister fails to fix roads and electricity and goes about speaking big English, he will be promptly called to order because the British cannot be confused with English language, which belongs to them.

Over all, there will be planning ahead, instead of the current balancing act, to grow the economy and the people. But far more importantly, the political recruitment process will be fine-tuned to stem the accident of recruiting charlatans as change agents.

Worsening power situation beyond our control, says IKEDC (Read full details)

Ofulue

Ofulue

FELIX OFULUE, Head, Corporate Communications of Ikeja Electric, tackled some questions from TOPE TEMPLER OLAIYA on the hydra-headed problems of the power sector and the worsening state of electricity in its network areas.

The power situation in the last few days has gone from bad to worse. Why is this so?
From reports, the generation capacity has dropped from 3,959MW to 2,662MW and this is attributed to the low water levels at the hydro power stations and shortage of gas to the power plants due to vandalism. That means if you use to get 10 hours a day before, you will probably be getting less than that and on our part, we have resorted to load shedding, so that the what we get can be shared equitably among our customers.

What does Ikeja Electric get from the national grid?
It fluctuates depending on the supply we get; there are times we get between 300MW and 400MW while there was a time it remained at 200MW for some reasonable length of time. It is not stable. Ordinarily, in Ikeja for instance, we require about 1,250MW to service our customers but in the last few days we have received an average of barely 300MW. That is such a huge disparity. That is why the onus is on us to manage the distribution better because we are the ones that interface with the customers on the power value chain.

You seem to be getting the most complaints among the DISCOs, what could be responsible for this?
The reason we have the most complaints is because we are the largest network, in terms of consumer base. A large percentage of industries in Nigeria are under our network and we have fast developing areas also under our network. Our area stretches from Epe to Ikorodu all the way to Akute, Abule Egba and beyond. These are fast developing areas.

It is almost impossible not to have challenges coming up because there are properties springing up on a daily basis in these locations. And this means that IE will have to make additional expansion to accommodate the requirements of the newcomers. Don’t forget that as the requirements increase, the allocation has not increased but we must distribute the supply equitably. So what we are doing is to expand our network infrastructure to meet the needs of our customers. And what I can assure our customers is the equitable distribution of available power. What we have we will share adequately.

Could frustrations over the worsening power situation have led to an increase in attacks towards your officials?
You have raised a very important issue. There is an increasing spate of violence against our workers. It is appalling and becoming alarming, and totally unacceptable. On a frequent basis, our field staff are attacked by aggrieved customers. Only last week the Civil Defense authorities apprehended a woman who stabbed one of our workers.

It is pertinent to note that we have created several channels for aggrieved customers to present their complaints, but to vent their anger on our workers is criminal. Some of the issues they are complaining about are beyond our control. For instance, there is poor power supply, which is as a result of certain known challenges that cut across the value chain and we are the last arm of the chain. These challenges are beyond our control, there is no point directing your anger at any of our staff because they are also customers of a network where they reside.

I see it as misdirected aggression because we can only give what we get. We are appealing to customers to exercise patience and restraint. Anybody that attacks our staff will face the full wrath of the law. We are also appealing to community leaders to sensitise their people towards this.

The second issue we are battling with is vandalism, which is also rife in some areas under our network. Vandals destroy our equipment and cart them away, which require huge amount of money to fix. We are appealing to communities to ensure that they guard and secure these infrastructures in their respective areas to guard against vandals.

For the consumers, getting metered and being billed appropriately is of major concern, which you seem not to be addressing?
Ikeja Electric came into existence on November 1, 2013. As prescribed by the Nigerian Electricity Regulatory Commission (NERC), the DISCOs have a five-year plan to meter customers. It is an ongoing process. What we have done is to carry out an enumeration to know how many customers are actually registered on our network and also capture the ‘free riders’ on the network who are consuming power for free.

Incidentally, we have people on the network that are consumers but not customers. What it means is that they enjoy supply through illegal connection, which is called energy theft. They are not billed and they don’t pay for the power consumed.

The enumeration has enabled make the necessary adjustment to guide the metering roll out plan. The deployment may not be as fast as we planned in light of the present realities, but definitely, we are working towards realizing the goal of metering all our customers.

For our maximum demand customers, we are working towards the February deadline to ensure they are all metered. The maximum demand customers are the industries and large corporates. They are the commercial customers, while we have the residential customers.

But it is the residential customers that are at the mercy of crazy bills and need the prepaid meters more?
Estimated billing is the only way you can bill people when there are no meters. It is not peculiar to Nigeria. However, we have adopted a billing methodology, which is best suited to serve everybody. Even with that, if you have an issue with your bill, you can take it up at the nearest undertaking office where they will carry out a load assessment of what you use and adjust appropriately.

The methodology we have adopted is to ensure that crazy billing is taken off. We will bill you for what you use. Again, the perception of people is that the length of light does not necessarily mean the worth of energy consumed. That is not true. You can consume in a short period of time what you can consume within a longer period of time. It doesn’t have anything to do with the length of time; it is the appliances and devices pulling power at the given time that matter.

And don’t forget, all our distribution transformers are metered. So, we know the amount of energy that is coming in, the amount allocated to a particular area and how much is consumed from a particular transformer.

That brings me to the menace of energy theft. There are people not registered on our network who are stealing energy. We have cases of people like welders who come out only at night to work. These are the people indirectly affecting your consumption and your bill. What happens is that if you do not report these people, they will be consuming at your expense and that will result in the estimation approximated to you.

Those stealing energy in your community will be recorded in transformer as energy utilized and when we are giving bills, automatically customers on estimated bills will bear the burden and pay for those stealing energy in their area. That is why we are saying customers should assist us by reporting whoever is stealing energy to us, it will reduce what you are billed.

And we are following the NERC billing methodology, which is that we are mandated to follow what is being recorded by the transformer. At no given time should our billing to consumers be at variance with what has been recorded by the transformer. This is why we hammer on payment of electricity bills. If you don’t pay, how do you expect us to service the network?

A community came here to protest yesterday, but while they came to protest against blackout, our books showed us they are owing us N560 million. If we put that money into our system, it will go a long way to address many challenges. As at October 2016, a total of N78 billion was the debt yet to be paid by our customers and it is a completely commercial venture now. We pay for what we receive from the GENCOs. In spite of the fact that the present tariff and pricing do not reflect cost, we are still being owed such amount of money.

Worsening power situation beyond our control, says IKEDC

Prevalence of internet fraud among Nigerian youths (Read full details)

yahoo-boyBefore the technological innovation that brought about the Internet, the financial fraudsters popularly known as 419-ners were in operation in Nigeria especially in the commercial city of Lagos. They were mainly grown-up, educated and illiterate men and women, who specialised in using fax machines to defraud unsuspected foreigners and Nigerians.

In the early 90’s, they were the big men and women in the society. They commanded respect because of the enormous wealth at their disposal. Unfortunately for some of them like Emmanuel Nwude and others, they were arrested by the anti-graft agency, tried and convicted. They lost some of their assets to the anti-graft agency and have since been struggling for survival.

In recent times and with the coming of the Internet system, Nigerian youths especially, the undergraduates, have taken to the illicit trade called Internet scam. Investigations reveal that this development is responsible for drastic reduction in cultism in the higher institutions, as it has been overshadowed by widespread cyber fraud.

Popularly dubbed Yahoo boys, to perpetrate the crime, these youths often use yahoo free e-mail account. The fraudulent business became prevalent in Nigeria in 2000 with the accessibility of the Internet. Youths who engage in the fraud scam became rich overnight, with or without their parents’ knowledge. They owned expensive cars, houses, jewellery and more. They are highly respected and often initiate their peers into the scam.

According to Nigerian police statistics, thousands of undergraduates dabble in the Web fraud. A rich yahoo boy is a role model for the youth, they fancy his lifestyle and want to be like him. The only thing that disturbs them is how to make easy and quick money.

On how to start internet scam, a web designer and computer engineer, Mr Simon Okwu told The Guardian that Yahoo boys must have a computer, good phone and a stable Internet connection.

“There are plenty of examples of how to start a yahoo boy career on the Web. Therefore, young people quickly study all the ground rules. The best trick to start with is titled “Web freestyle”. Almost 99 per cent of yahoo boys started their careers from this fraud. You would register a private account on a popular dating website, fill in your profile, find an attractive photo, and wait till somebody falls in love with you. Subsequently, she or he will begin paying your bills and sending dollars to you.

“A yahoo boy should learn how to send fake messages to both social networks. It is a little risk field of a yahoo boy specialisation, which can bring real money. Yahoo boys don’t have morality. They usually stop at nothing to deceive people and pocket their money. Therefore, if you want to become a successful yahoo boy, you should learn how to beg, cry online, call for help in the written form. You must do everything so that people will believe you.

“Yahoo boys also professionally master another deception technique, which is called phishing. This method allows acquiring any person’s private data (passwords, usernames, and credit card data). Yahoo boys also master the ATM fraud technique. Con artists usually walk around ATM spots. Their clients are various vulnerable users- aged people, pregnant women, illiterate people, etc. When a yahoo boy finds his victim, he usually changes credit cards to deceive people. They usually work on weekends when banks are closed. Thus, until Monday morning victims will be unable to stop any illegal transactions performed by them. To become a successful yahoo boy in Nigeria, they usually find reliable allies in banking staff. These people are young and crucially in need of money. They usually help yahoo boys to commit frauds. Becoming a yahoo boy, one must forget about any opportunity to find a legal job. All your strength should be directed to finding new schemes of taking money from people via the Internet,” Okwu said.

Despite several arrests and convictions over the scam, Nigerian youths have continued to ply the trade in droves both at home and abroad. In March 19, 2014, the Economic and Financial Crimes Commission, (EFCC) arrested four undergraduates and three others for alleged involvement in Internet scam.
They were arrested in two different locations in Ibadan, Oyo State. They were arrested together at the Iyana Adeoyo Branch of a first generation bank in Dugbe, Ibadan, while they were collecting proceeds of scam via Western Union.

The arrest of the seven suspects followed intense surveillance by operatives of the Commission who had been on their trail for some time. One of the suspects admitted conning a white American lady, Sarah Jorth, in a romance scam. He said he used a false name (Vincente Marco) to deceive her into believing that he would marry her and in the process raked in more than $450,000.

Breeding A Booming Generation Of Scammers
MANY Nigerian families are happy that their children are attending institutions of higher learning across the country, which is good for them and ultimately the country.

But few mind the company they are and the company they keep. And most of this few don’t care how they get by or find out. These days, a large number of Nigeria’s dropouts, unemployed youths and undergraduates studying in the country, especially in the southern part, are turning out to be a generation of scammers and Internet fraudsters, known and unknown to their parents.

Unfortunately, this has encouraged many more to join, as those who have ‘made it’ or ‘hit it’ through scam sort of serve as role models in a recessed economy and a society of declining moral latitude, not minding, or rather, realising the bleak future their boom portends.

‘Big Boys’ Moving To Lekki
IN Lagos, those who have hit it big enough are fast relocating to Lekki, where they have houses that offer them some security, just as the environment keeps prying eyes and genuine security agents off their backs. In Lekki, most residents mind their businesses and care less about these rowdy and emerging big boys, so long as they are not “criminals’ or thieves and robbers.

And for these boys, it has become a safe haven, unlike in the less developed areas of the city, where they are constantly harassed for cash by security agents.Once any of them buys a house, his clique virtually relocate with him, of course, for ease of business. Soon, the highbrow Lekki will turn to scammers den, not haven, if the tide is not arrested. But how can that be?Some have even graduated to ‘Yahoo Plus’ by adding the use of charms to their games to hypnotise their victims. To evade being caught, the big ones among them who can afford it go for iPhones rather than android phones.

There Are Apprentices
COME to think of it: these emerging ‘big boys’ are gradually having ‘smaller boys’ or ‘apprentices’ under them.Ohima (surname withheld) had completed his secondary education two years ago in Lagos. He had written entrance examinations into the higher institutions twice without securing admission.

He lives with his parents. His father is a ‘businessman,’ while his mother is a trader and shop owner. One morning, he was asked what he was doing now, since he was yet to secure admission into the university or polytechnic.

His answer was simply: “I am learning work.” Probed further what kind of trade he was learning, presumably before he is able to secure admission, he walk away, saying: “Bros, I dey come.”

Further enquiries from his former friends and schoolmates showed that he had joined the ‘trade,’ with the knowledge and tacit approval of his parents. Two months later, Ohima was not doing badly for himself: He looks better fed and cared for, ostensibly from the ‘pay’ from the trade. And, of course, his circle of friends have changed, with some of them cruising in cars, and he is being envied by some of his former friends.

Security Agents In The Know
SUPRISINGLY, the activities of these fraudsters are not unknown to security agents, especially the Police, who arrest them from time to time, but for a different reason.

It is not unusual to see policemen in unmarked vehicles occasionally raiding their locations and hideouts. When arrested, they are detained until their cliques come to bail them out for as much as N200, 000, depending on their worth. But those innocently arrested or unable to afford the bail stay longer in detention.

There were even reports of regular security agents escorting them from their detention to Automated teller machines (ATMs) to withdraw money to bail themselves out, for those who can afford it.

So, when arrested, the ‘big boys’ fear not, for they know they can bail themselves out or friends in the same trade would do so.Even in the banks, it is not uncommon to see some security officers in plain clothes in the banking halls, but close to the section in charge of (foreign) remittance.

It was gathered that they work in collaboration with some bank staff, who tip them off once there is a large remittance to be made.In one of the banks in a Lagos suburb, a young man was happily counting his remitted cash as soon as the cashier paid him. Midway, he realised that eyes were focused on him, and even the camera in the hall as he approached the exit.

He quietly turned back and sat at the hall, doing nothing, just watching, for over one hour until someone, obviously in his circle of friends, joined him and they climbed upstairs.Outside was a security agent from a nearby station, and another across the road, and it became obvious why the young man beat a hasty retreat into the banking hall.Unconfirmed reports say some of these ‘big boys’ are regular visitors to the stations, even without invitation or case to answer.

They Come In Different Categories
ALL scammers are not of the same category, as some are bigger than others and their categories determine their circle and growth. But certain features are characteristic of scammers; hence they are easily identifiable by security agents. Due to constant harassment by security agents, who stop and search youths with bags, especially backpacks, it has become out of place to move about in laptop bags.

But they are customers of multiple user high-speed Internet providers, especially 4G LTE modems, big or small. And due to irregular power supply, it is commonplace to see them run generators for long hours, in the day or night.

What Is SFU Doing And Can Do?

IN the midst of this booming ‘business,’ one wonders what the Special Fraud Unit (SFU) of the Nigeria Police is doing and can do to check the trend before it escalates further.

Although it was gathered that the activities of the unit have over the years reduced the menace, it is obvious that it has to up its actions and increase collaboration with banks, rather than leave the duty to the regular police officers, who are ill-equipped to curb the menace. If not, Nigeria is in for a generation of scammers and its effect on the future is better imagined.

Abeokuta As New Abode For Internet Scammers
EXCEPT something drastic is done the next generation of youths appear jinxed, as a large number of their population are engaged in cyber crimes and other vices. The number is growing at an alarming rate. There is no surprise that there is proliferation of Yahoo Boys everywhere.

Cases of internet scams have occurred in institutions like Olabisi Onabanjo University (OOU), Ago-Iwoye, Ogun State, University of Lagos (UNILAG), Adekunle Ajasin University, Akungba, (AAUA) Ondo State, Lagos State University (LASU), Lead City University, Ibadan and Federal University of Technology (FUTA), Akure, Ondo State, among others.

It is also common in areas like FESTAC town, Shomolu, Opebi, Ojodu, Oke-Ira, Akiode, Bariga, Akoka, Mushin and Ojodu, all in Lagos State, while Sagamu and Akute in Ogun State are also inclusive.

In Lagos alone, it is estimated that there are five million scammers with an impressive success rate.In January 2012, operatives of the Economic and Financial Crimes Commission (EFCC) arrested two undergraduate Internet scammers and six other fraudsters at the upscale 1004 Housing Estate, Victoria Island, Lagos.

One of them, Hope Olusegun, a 25 year-old indigene of Okene, Kogi State, claimed to be a student of Computer Science at the Kuala Lumpur Metropolitan University, Malaysia.A search conducted by EFCC operatives at Olusegun’ s apartment led to the recovery of several items such as laptops, iPad phones, travelling documents, cheque books, flash drives, internet modem, and three exotic cars – a Mercedes Benz Jeep, One 4Matic Mercedes Benz Car and a Range Rover Sport SUV.

The trend has, however, advanced beyond the ordinary cyber crime level to what is generally known as Yahoo Plus, Oracle Plus Plus or Yahoo Extra. This new trend is the latest fad among unscrupulous youths and an elevated form of the traditional modes of Internet fraud.

This advance fad is believed to have started in 2006, when the regular yahoo boys began to experience challenges of getting regular income. This trend involves performing various rituals using charmed ring in their right index fingers and a black powdery substance mixed with honey, which they lick before speaking with their maga (victims) on phone.

Some use small tortoise, which they keep under their feet whenever they are chatting on laptops with victims. Their fingertips also bear incisions and a charm-filled animal horn prepared by their spiritualists.

Some also go as far as sleeping in the cemetery and bathing in a river to brighten their chances of getting the maga hypnotised. Once this is done, the victim is guaranteed of remitting money to the swindler’s account regularly from any part of the world.

Abeokuta, the Ogun State capital, is reportedly the new abode of these con men. The Guardian investigation reveals that majority of them live in Adigbe, Saraki, Obada-Oko, Elega, Oluwo and Onikoko areas of the town and around the campuses.

While some of them are alleged to be undergraduates of OOU, Moshood Abiola Polytechnic (MAPOLY), Tai Solarin University of Education (TASUED), a fraction are students of the Federal University of Agriculture, Abeokuta (FUNAAB) and Federal College of Education (FCE) Osiele. Others are drop- outs that have been either rusticated or dropped out of school, after they have become rich and only hang around campuses as students.

For the novice, it may not be difficult to recognise these fraudsters, as they have a common identity. From The Guardian findings, they are easily recognised by their mode of dressing and appearance. They are always very proud because of the financial resources at their disposal.

For those in school, they live big on campuses and attend lectures whenever they deem fit, considering that they have the money to buy over lecturers. They are dapper dressers and widely admired by youths. They are treated like kings, ride the best automobiles that cost millions of naira and always dating the most beautiful ladies in town.

A source in Abeokuta, who wants his name off-print, told The Guardian that fraudsters live together in the afore-mentioned areas in the town. They move together and flaunt their ill-gotten wealth to the admiration of people who celebrate them without questioning the source of their wealth.

An inside source, Adekunle Ahmed (not real name), confirmed too that the ‘business’ is now booming in the town and other areas like Sagamu, Ijebu-Ode and its environs because of the presence of spiritualists within the areas, who are readily willing to assist them in the trade.

He noted that the spiritualists are mainly based in Sagamu, Ijebu-Igbo and Ago-Iwoye, adding that some travel as far as Ilorin in Kwara State and Shaki in Oyo State to seek spiritual help.

But the State Police Command, which denied the claim that Abeokuta has become the hotbed of the fraudsters, said the Command is not aware, stressing that cyber crime is everywhere.

The State Police Public Relations (PPRO), Abimbola Oyeyemi told The Guardian they could only make arrests if there are complaints from scammed victims, but since there is none, there is no way the police would know the existence of the Yahoo Boys.

‘We Scam Nigerians Who Are Not Sharp’’

GBENGA (surname withheld) gained admission into the Lagos State Polytechnic some years ago, but has neither graduated from the school nor has anything to show for the years spent so far.

Squatting with an indefinite number of friends in a three-bedroom flat at an area called First Gate, opposite the campus, he tells The Guardian he has no intention of finishing his studies at LASPOTECH.

He and his group of friends are into Internet scam, popularly called yahoo yahoo.According to him, he got into the ‘G life’ (as he called it) by accident, after meeting some classmates who seemed to be doing well, independent of their parents.

After moving with them for a while and cultivating their friendship, he was introduced into the ‘business.’“The business is tough. Sometimes, you might not hit for a long while even after setting things in place, but sometimes, you are lucky and get like three to five hits in one month,” he said.

He disclosed that they use various methods to scam people, with the most common being the tale about coming into a huge inheritance and needing money to clear the said inheritance, where the ‘helper’ gets a share of the ‘inheritance.’

When it was discovered that people had caught onto this, the fraudsters moved into the love scam, promising love and marriage to women online. After people became wiser, they moved on to the ‘military scam,’ wherein they posed as military veterans to defraud people online.

According to him, when all these failed, they tried what he called gba lowo e, ko mo lo (phishing), where they acquired sensitive information, such as usernames, passwords and credit card details and cleared the victims’ accounts.Gbenga said he belongs to several groups and members assist one another by sharing information and techniques, but just among themselves and not to rival groups.

According to him, the scammers have a usual bank where they go to collect Western Union, as the cashier assists them by facilitating the process, but alerts them to stay away and come back whenever the Police come around to raid.

Asked if he uses mystical powers to commit the act, he said: “Of course, now. There is hardly any working boy or girl that does not use something.“Things are hard and there are too many people in the business and everybody wants to hit.

“Here, we use ase and a ring, oruka ere. The ring helps us to connect to the magas, while we use ase to speak with them to send money.“About two years ago, one customer paid good money and we all bought cars and rented this place, but it has not been rosy since then.”

What about the cars and Gbenga said most of them (scammers) have sold theirs to make ends meet.He said he knows some other groups are into yahoo plus, but he is afraid to get into it just yet.

“One of the ‘G boys’ across (pointing) used one girl recently, Cynthia. The girl was buried last month. She was just getting leaner and leaner and her parents thought she had HIV/AIDS or something, not knowing boys had gotten her.

“But I know her mother knows what happened, because she didn’t cry too much and told them to bury the girl quickly. “She wanted to enjoy money, but was just unlucky to fall into wrong hands.”

Gbenga added that last year was quite tough, as business was no longer like before and had made some boys to venture into other get-rich-quick schemes, including kidney-for-money, which involves traveling to a foreign country and selling one’s kidney for monetary gains.

Gbenga said he was considering this, but afraid of the several drawbacks.First, it is no longer as lucrative as before, as it has become widespread, forcing the price of kidneys down.

“Before, if you go like that, you can sell one kidney between N15million and N20million, but it is no more like that again. “Another thing is that you need a sure agent, as a lot of these agents are fake. They will promise you heaven on earth before traveling, but change the tune when you get there and if you are not careful, they will leave you stranded and the Police will arrest you.

“Also, some of them will plan with girls to trap you. The girls will take you out for either drinks or dinner and put something in your food/drink. By the time you wake up, you will discover you have been operated upon and your kidney is gone for free.

“Go to Malaysia, you will see many boys stranded there with no money to return home. This was what happened to them. “One of our boys, Sola, is still there, but we are raising money to bring him back home.”

Sadly, the lure of easy wealth and laziness is driving a lot of these youths into crime in droves, as they look at these yahoo boys living large, spending money lavishly without a visible source of income, thereby making hard work unattractive and pointless.

A few days ago, on social media, there was a video circulating of a young boy that said he wanted to be an Internet fraudster when he gets older. Even on Facebook, they have several networking sites, such as, Yahoo Boys, Girls and Guys Association of Money Making Machine, Yahoo Boyz, Yahoo Guys Forum, G Boyz and so on, where they share information and tips, swap war stories, connect and generally glorify criminality.

Sadly, in the comments section, you see youths begging these criminals to ‘show them the way,’ ‘take me to Malaysia, I want to sell my kidney,’ and so on.

Some have even published books, manuals and tapes on tips to start the yahoo business, tools needed and where to go, and these are selling like hot cake among the country’s youth.

Gbenga said it would be almost impossible to deter them from the lifestyle and act when he was told that the Police have a unit responsible for tracking them.

He boasted that the yahoo boys work hand in hand with some policemen and those that are caught or regularly raided are the ones that don’t “settle” them.
He added: “We usually settle the Police, so we don’t have any problem. If their demands are getting too much or they want to open shop on our heads, we simply relocate and continue business.

“No matter the level of enlightenment, you will still see customers that will fall.”Asked if Nigerians are also scammed, he said: “Yes. We scam Nigerians that are not sharp or get greedy.“We use ATM format on them or other techniques, which I will not reveal, so that people wouldn’t stop falling victims.”

Bankers Have Been Compromised
To 28-year-old Demola in Isolo area of Lagos, what people used to know as yahoo yahoo has gone beyond mere conversation and emotional chat.According to him, most yahoo boys have upped the ante with what is today known as yahoo plus, a trend where yahoo boys now use fetish means to hypnotise their victims to get what they want from them.

“Ordinary yahoo yahoo is old fashioned; it no longer yields the desired result.“The real thing now is yahoo plus. Magas are getting wiser and no longer falling mugu,” he said.Demola said he turned a new leaf when he noticed that he was no longer making any headway in the trade and decided to inquire from some friends in same business, but were better off.

“I was startled when I discovered that human parts are required to prepare the concoction that would be used to hypnotise victims,” he stated. He also said some yahoo boys have taken their scam off the Internet, as they now lay siege at ATM points to feign assistance to vulnerable users, such as illiterates, the old and the physically challenged, and later swap cards to defraud them.

This is done mostly on weekends, when normal banking operations are non-functional, and outside the state where the account is domiciled. With over 2,000 bankers losing their jobs due to the economic recession, a large number of them are now casual workers in the banks and deployed to man same key positions they manned before as staff at far less pay, and in a bid to augment their take home, some of them are compromised by the fraudsters.
Lack Of Employment Forces Youths Into Cyber Crime

MANY had thought that the rate of Internet fraud would decrease with the federal government’s introduction of Bank Verification Number (BVN) in the country, which requires customers’ biometric information, such as photograph and fingerprints.Unfortunately, these scammers have become more evasive in their approach, hiding where they cannot be easily traced.

They sit comfortably at home, making millions of naira by setting up various websites malware with fake names and identity. In Ijegun, Alimosho Council of Lagos State, they move in groups, purchasing houses and other assets and going to clubs and also flirting.

They work in multiple ways, such as sending mails to victims, local or international, purportedly from banks, persuading them to enroll on an offer that would ultimately grant the fraudsters access to hack into the victim’s accounts.

At this stage, the victim receives a link purportedly from the bank that automatically redirects to the Internet banking portal, where the fraudsters clone the webpage, despite the fact that banks are not supposed to have access to a customer’s Internet banking password.

The fraudster is aware whenever the link is opened and every information entered is seen and watched backend. The scammer then opens the victim’s bank authentic Internet banking platform and keys in the username and password entered to login, initiate an Internet banking transfer and waits for the OTP (one time password) to complete it.

At the point when the victim types in his or her OTP on the cloned website, the fraudster completes the first transfer immediately. If the victim doesn’t get an alert of the debit, the scammer initiates another transfer and waits for the victim to enter another OTP and then completes the second transfer.

Another popular method used by fraudsters is the Phishing scam, which is based on communication made via email or on social networks. The criminal sends a message to victim and tries to trick him or her into giving him his or her personal and confidential information, such as bank account, social network, work account or any other personal data that could prove to be valuable for him.

To do that, the phishing emails usually come from what looks like an official source, which could be bank authorities or other financial institutes, but also delivery companies or social networks business representatives.

This way, the scammer would persuade the victim to click on the link contained in the message and access a website that looks legitimate and like the real one, but actually controlled by the scammer.

A fake login access page that is similar to the real website would be sent to the victim. For his or her success rate to grow, the scammer creates a sense of urgency, telling the victim a frightening story of how his or her bank account was under threat and how he or she really needs to access it as soon as possible and gives a web page where he or she must insert his or her credentials to confirm his or her identity or account.

The laundering scam typically starts with an emotional email message, which can be from a government official, businessman or member of a very wealthy family (usually a woman), asks the victim to provide help in retrieving a large sum of money from a bank, by paying initially small fees for documents and legal matters.

In exchange for the victim’s help, the scammer promises him or her a very large sum of money.Of course, afterwards, he or she asks the victim to pay more and more for additional services, such as transactions or transfer costs.

The victim even receives documents that are supposed to make him or her believe that it is all for real. In the end, the victim is left broke and without any of the promised money.

Lifestyle Of A Yahoo Boy
Yahoo Yahoo, Yahoo Plus, Wire Wire and Alibaba are the multimillionaire illicit businesses that yield money for undergraduates these days. The Guardian investigation shows that 90 per cent of students who own exotic cars and live large within and outside campuses are involved in the internet scam.

They are also known as Gee Nigga, a Gee Nigga after his hit only thinks of how to squander money, and celebrate, afterward do shopping get clothes and jeans they can wear for three months without exchanging previous one, get a two-bedroom apartment and a car, mostly Toyota Camry.

However, these guys are students or do apprentice jobs like barbing to cover-up for their dirty jobs. Any barber’s shop with a semi-boutique is surely owned by the Gee Nigga.

Most times they flock together on the campuses with their car. The lifestyle of a typical Yahoo boy is to spend morning time going to work or school and closing early to visit exotic bars in the evening to spend lavishly. At night, he faces his fraudulent trade since Nigeria’s night is almost morning time abroad.

Internet scam has different styles, grade and procedures.
A learner starts with yahoo yahoo, which consist of freestyle or merchant style. This procedure is just to get a celebrity account on the Internet, act like them and post their latest updates to make them real, and toasters are their prey.

While the merchant style always looks for people online who are in need of apartments, exterior and interior equipment in large volumes or cars or anyone in need of any commodity on a large scale. He proposes to them and shows them fake documents online to convince them.

Over time, greed leads them to the upper grade, which pays more, and needs more attention and this drives them to the fetish part of it. Once you accept to upgrade you have to join a pack. That means you have to upgrade your friends and become a learner again before someone among the bigger boys introduces you to the godfather, a local herbalist.

Wire wire and Alibaba seem to be the hardest and the smartest of all and it is a bigger boys game. This stage of the game prompt any gee nigger who is interested to learn computing so as to be able to understand how to do hacking. It is mostly common among those studying computer science in polytechnics and universities.

Wire wire is hacking into international banks websites to make use of the code on their cheques and take the codes to do withdrawal through their picker. This enables them to get rich faster because they withdraw codes with huge sums of money that can sustain them for years.

Alibaba is just to get information of a particular wealthy foreigner, get their credit card details to make another credit card and use them to order for containers of goods from abroad. So they get their cash from anything that comes from the container when sold.

Slangs common among them include Thugger, a general nickname with a specific handshake, Eke or PAPA AJASCO means police or SARS officers, Hit means they’ve just been paid, Gbenusi means to go paint the club red.

Prevalence of internet fraud among Nigerian youths

Microsoft, Intel, Alphabet results buoyed by cloud boom (Read full details)

cloud-boomAlphabet Inc., Microsoft Corp. and Intel Corp., which all posted quarterly results Thursday, reinforced what’s become a truism in technology: the biggest growth is in businesses that deliver computing over the internet.

Microsoft topped projections on the strength of rising customer sign-ups for its cloud offerings like Azure, which saw revenue almost double. Intel sales rose more than expected, helped by orders for processors that power data-center servers — the machines at the heart of cloud computing.

While profit at Google parent Alphabet disappointed, the numbers also signaled that heavy spending to catch cloud leaders Amazon.com Inc. and Microsoft is paying off. Google’s Other Revenue line, which includes cloud computing, jumped 62 percent to $3.4 billion in the fourth quarter.

“Our cloud business is on a terrific upswing,” Google Chief Executive Officer Sundar Pichai said Thursday during a conference call with analysts. “I definitely think we’re going to have a great year.”

What started a decade ago as an easy way for startups to run websites has turned into an increasingly popular way for companies of all sizes to access the software needed to run their operations. Many big technology companies are in a strong position to provide this because they already have huge data centers to support their own web services.

‘Disruptive Forces’
More than $1 trillion in IT spending will be directly or indirectly affected by the shift to cloud during the next five years, Gartner estimated in July. “This will make cloud computing one of the most disruptive forces of IT spending since the early days of the digital age,” the research firm said at the time.

Stock prices reflect this optimism. Microsoft and Alphabet shares hit a record this week. Microsoft gained 2.2 percent, Google was down about 1 percent and Intel rose 1.5 percent at 1:57 p.m. Friday in New York.

Microsoft Chief Executive Officer Satya Nadella has been working to reposition the company around such internet services. In addition to robust demand for Azure, consumers and corporations continue to purchase Office 365, a cloud-based version of the company’s productivity software that includes Word and Excel. Almost 25 million consumers are now subscribed to Office 365, Microsoft said, and sales increased 47 percent in the fiscal second quarter.

“As long as cloud is growing, people are happy,” said Mark Moerdler, an analyst at Sanford C. Bernstein & Co., who rates Microsoft shares outperform. “If margins are growing, people are even happier.”

Microsoft’s Effort
Redmond, Washington-based Microsoft has been spending on data centers and adding products to win new cloud customers. Chief Financial Officer Amy Hood said in July that gross margins, a measure of profitability, for the commercial cloud business would “materially improve” in the current year. That’s because previous years of investment are starting to pay off as those data centers support more customers.
Microsoft has pledged to reach annualized revenue of $20 billion in its corporate cloud business by the fiscal year that ends in June 2018. That metric stood at more than $14 billion at the end of the second quarter.

Intel’s fourth-quarter sales of server chips to cloud service providers jumped 30 percent from a year earlier. Offsetting that, companies and government agencies spent 7 percent less than they had in the same quarter in 2016 on equipping their in-house computer rooms, the company said.

“It’s moving to the public cloud, it’s moving to those areas at a faster rate than I think we expected,” Intel Chief Executive Officer Brian Krzanich said on a conference call.

Amazon reports earnings next week and analysts at RBC Capital Markets expect the company’s AWS cloud business to generate $3.6 billion in fourth-quarter revenue, up 50 percent from a year earlier.

“Microsoft is the plumbing in the cloud,” Moerdler said. “Amazon is much bigger, but still Amazon and Microsoft are pulling away from the pack.”

Suspected Fulani herdsmen abduct ex-council chair, two others (Read full details)

Gunmen in military camouflage storm Epe farm, kidnap Corps member, others

Gunmen suspected to be Fulani herdsmen have reportedly abducted the immediate past transition committee chairman of Ughelli North Local Council of Delta State, Chief Friday Akpoyibo, along with two others.

Sources disclosed to journalists yesterday in Ughelli that Akpoyibo and two others were kidnapped along Auchi-Abuja road on Sunday on their way to Abuja.

A younger brother and another close ally of Akpoyibo, who was traveling with him, were also abducted by the arms-wielding herdsmen who allegedly blocked the expressway with their cattle.

However, a female passenger, who was said to have been traveling with the victims, was left behind by the abductors.

Akpoyibo’s ex-aide who spoke under strict condition of anonymity said: “He was going to Abuja to attend the inauguration of the recently appointed executives of the Niger Delta River Basin Development Authority when the hoodlums struck. They were taken into the bush after being disposed of their personal items.”

Akpoyibo is a younger brother to retired Assistant Inspector General of Police, Mr. Marvel Akpoyibo.

When contacted, the state’s Police Public Relations Officer, DSP Andrew Aniamaka, said he has not been informed of the incident.

It would be recalled that on Sunday afternoon, a group of suspected Fulani herdsmen also attacked travellers on the busy Lagos-Ibadan expressway. The herdsmen, about 20 in number, were said to have launched two coordinated attacks on the expressway on Sunday afternoon.

However, in another development, a 10-man gang of kidnappers kitted in military camouflage have reportedly stormed a farmland at the Epe axis of Lagos State and abducted a National Youth Service Corps member, Ifeoluwa Olabiyi, and three other men.

This is coming on the heels of the abduction of three female students and six members of staff of Nigeria Turkish International College (NTIC), Ogun State, who were kidnapped from their hostel two weeks ago.

The armed kidnappers were said to have stormed the Tanda farm and after shooting sporadically into the air to avert any rescue attempt, made away with four persons. Already, the kidnappers have asked for a ransom of N5 million each, making it a total of N20 million for all four persons.

According to sources, the farmland was the same one the kidnappers had struck sometime last year and abducted some farmers.

The source said: “This time around, they had come from the creeks and stormed the farm. They were heavily armed, so no one could resist them. They left with three farmers and the NYSC returnee, who had finished her service year and was employed at the farm.

“She was employed at the farm about two weeks ago after completing her youth service. She is a graduate of Ladoke Akintola University, Ogbomosho, Oyo State. Already, the fiancĂ© is distraught and is alarmed at the whopping sum demanded as ransom.”

However, the Commissioner of Police, Lagos State Command, Fatai Owoseni, who debunked the news, said he personally visited the supposed scene of kidnapping. He said he had gone alongside his men for a confidence patrol in that area and had even visited some companies to assure them of safety.

Meanwhile, another police source that was on the CP’s entourage, who could neither debunk nor confirm the news, said it might have happened in Ogun State and not Lagos.

In a related development, a suspected spy to members of the gang that abducted students and staff of the Nigerian Turkish International College has been arrested.

The suspect, simply identified as Turkey, was arrested by a combined team of policemen from the Inspector General of Police Intelligent Response Team (IRT) and members of the Oodua People’s Congress (OPC) in Isheri.

It was gathered that the police had traced the abductors to some conversation between them and the arrested suspected informants of the gang. ‘Turkey’ had initially escaped from the community but was forced to return, after some of his kinsmen were arrested.

Also, suspected kidnappers of a couple, Blessing Ejovwokeoghere Dukuye and his wife, Joy Ese Dukuye, along DSC Roundabout in Effurun, Delta State on New Year Day, have been arrested.

A statement by the Zonal Police Public Relations Officer, Assistant Inspector General of Police, Benin City, Emeka Iheanacho identified the two suspects as Emmanuel Ogbeni and Osimi Enakhirua.

He said the couple was kidnapped around 12:45 a.m. on January 1, while returning home from the cross-over service.

‘Only National Assembly can suspend Not-for-Profit Organisations Governance Code of 2016’ (Read full details)

Barrister Chris Okeke

Barrister Chris Okeke

Pursuant to the provisions of the Financial Reporting Council Act (FRCA), the Financial Reporting Council of Nigeria created the Not-for-Profit Organisation’s Governance Code, 2016. The implementation of the code few weeks ago stoked so much controversy that the Minister of Trade, Industry and Investment, Mr. Okechukwu Enalemah, suspended it, while the Federal Government dismissed the executive secretary of FRCN, Jim Obazee. In this interview with JOSEPH ONYEKWERE and GODWIN DUNIA, Lagos lawyer, Mr. Chris Okeke, says the code was totally different from what the enabling Act provided for. He also maintained that only the National Assembly has the power to suspend or abrogate the code as a subsidiary legislation and not the minister.

A lot of people will actually want to know what the non-for-profit governance code provides in relation to the religious organisations?
In specific terms, this code made it easier for anybody to read and understand that it is seeking to create crisis in religious organisations. This is my interpretation because section 9 is clear about what it is talking about. And having created the crisis in the religious organisations, it is pretending under the same section to be solving the problem. For instance, without consulting religious organisations and bodies on how they run, the code created various bodies for them under what will be called governing council, board of trusties, governing board and head of executive management. Many religious organisation don’t have these kind of bodies. The code created them and went further to say that they must hold meetings at particular times and that they must keep their church members informed of their board meetings and all those details and that a leader must retire after 70 years of age or 20 years of been a leader of a religious body. The difficulty I have with this position is, when does the twenty years begin to run? It is confusing! If it is from when the ministry started, it means that you are making a law and you are making it have a retrospective effect and the constitutions frowns at this. Lets say it is from when the code started, then they will start counting from 2016 when the code began. In any case, these are private issues and I am not aware that our constitution allows this kind of development to crept into religious organisations or even seeking to determine how they run.

Do we have any law existing in this country that has such prescription?
The nearest to such law is the ‘Not for Profit Organisation’s Governance code of 2016.

What exactly did this code provide for?
It is seeking to provide for a number of things as indicated in its term of reference, but essentially having read through it, it looks to me that it is providing for ‘Not for Profit Organisations’ and for churches and their regulations in Nigeria.

Who prepared this code?
On the face of it, again, nobody’s name is indicated as the person that prepared it, but I can assume that it was prepared by the steering committee on the national code of corporate governance even when they didn’t say they did it but they said this code is the outcome of an additional directive to the steering committee on national code of corporate governance.

Does the code have the power to remove religious leaders?
Certainly it does not. It has no power to remove any religious leader.

Where did the former boss of financial reporting council derive the power to force religious leaders to leave their offices at a certain age?
That’s a very big question. He probably will answer that question better, since he is the one who acted. I am not the one who acted.

Some people still believe that this code was derived from the Financial Reporting Council Act (FRCA), is that correct?
Supposedly, this Act is for the purpose of development and publishing accounting and financial reporting standard to be observed in the preparation of financial statement of public entities in Nigeria. When you are now defining Code of governance, it is completely different from preparation of financial statement and accounting and financial reporting standard. This Act is talking about accounting and financial reporting standard and not governance code. These two are different, but it is for public entities in Nigeria. And the Act has defined public entities in Section 77 and in that definition, it did not include religious organisations. So it is very curious for religious organisations to be dragged into an accounting reporting standard.

So, there is no relationship between the Act and the Code?
That is my opinion!

A lot of people also say that there is always inflow and outflow of cash in religious organisations and some of these are channeled into private businesses like running of private schools, transportation and other businesses.

How do you react to this?

Those transport businesses, are you talking about transporting respective church members from one location to another or from one convention to another or for public transportation purposes? I am not aware of that they use them for commercial purposes. What I know is that the Churches use their transportation systems in furtherance of their respective objectives as church.

What educational investments?
You must remember that Nigeria has ran Missionary schools in the past and we know their contributions to educational development. So, it did not starts today and if you remove Mission Schools from our educational system, our education will collapse. In any case, what is the worry here, is it churches we are talking about or religious organisations? These are different things all together. Are we talking about churches or religious organizations, which is bigger and more than churches by definition?

Are you saying the code is not very clear in its reference to churches or religious organizations generally?
The code did not even define religious organisations, or Non-for-Profit Organisations. This is not right. It has to say this is what we want. No clear relationship between the code and the act.

Does the code have the force of the law?
The Act created public governance code. Section 51 sub C says, the issue code of corporate governance and guidelines. To the extent that it is the issue of code of corporate governance and guidelines. What the Act is saying is code of corporate governance and guidelines and develop mechanisms for periodic assessment of the code and guidelines. But what this man is doing here is not for profit organisations code of governance. In other words, whereas the law is telling him to do this code of governance in relation to financial issues, he rather concentrated on ‘Not for Profit’, which is not mentioned in the Act. And he moved from Not-For-Profit to Churches not even religious groups, because he did not mention Islamic groups except the mention of Mosques just once. He delved into the leadership of churches, organisation of churches, finances of churches, statements of churches and insisted that churches must justify their budgets. That is total interference in how Churches are run.

Are you saying that the General Overseer of RCCG acted in error?
I will not say the G.O acted in error, he is a man of God, but my view is that he was too hasty. So he was too quick to react. He did not wait to understand the purport of the code and vis-a-vis the requirements of Act.

So the dismissal of Jim Obazee is justifiable?
That is not my argument. I am not saying it is justifiable because am not interested in his job and you cannot personalized it on him because he is only the secretary. Or are you saying he did it alone? There are other members in the board.

So the point is that the institution overreached itself?
Again, will still need to be careful and ask ourselves if it is the institution that produced the code.

Now that the FG has suspended the code, are you saying they are right in so doing even against the belief in some quarters that it was because of some influencial personalities?
Firstly, who is FG, it comprises the Executive, Legislature and the Judiciary. What has happened is that the Minister suspended the code. The critical question you should ask is under the Act, does a minister has the right to suspend a subsidiary legislation made pursuant to an Act? The answer is no! He has no such power, not even the President. Because the Act was made by the National Assembly and they allocated the power to the Minister. That means only the National Assembly can take it from him.

Did he suspend the Act or the Code?
The code from what I heard.

Is the Code the Act of the National Assembly?
The code is made pursuant to an Act of the National Assembly. So, to that extent, it is a delegated power. You have to go back to the National Assembly.

You said it is not in consonance with the provision of the Act?
Yes!

That means it is ultra vires, null and void?
If it is ultra vires, then it is not the responsibility of the minister to declare it so, rather it is the responsibility of the Court to declare it so and the National Assembly to repeal or abrogate it, but not the minister. He doesn’t have such power under the Act.

Are you aware that some religious bodies went to court in respect of this code?
No. I only heard about it. I am not aware of the details.

You said that this code is a subsidiary legislation made pursuant to an Act and that the code was not provided for in the Act, because what was provided was different from what the code has done.

What is the way forward?
Having been made as a code ostensibly in furtherance of the Act, whether it is right or wrong, it has become a legislation.

And it has to go the full hog of abrogating a legislation. You cannot suspend it. It has a commencement date and it has no provision for suspension. Therefore, the only way forward is that the Court will declare it ultra vires or the National Assembly will abrogate it.
